I think it's purely because he's considered inactive by FIDE but of course he'll magically re-appear in July when the 4NCL is rated. The same is true of Dagne Ciuksyte and much lower down the list a certain L Cooper who hasn't played a rated game since Jan 2009

No doubt so. How many games, over how long a period, must one play in order to be considered active?

I have to admit I'm a bit confused by their criteria. Dagne, for example, was inactive in January, active in March and inactive again in May having not played any rated games since the end of 2008!

From my point of view I use the FIDE list on their site. It can lead to the absurd situation where a player has played in half a dozen European leagues throughout the season but could potentially be inactive in January and March and then appear in May/July having players 30-40 games if, as is often the case, the games are all rated together.

Other players that have played in the 4NCL but are allegedly inactive are Sheila Jackson and Selina Khoo and I daresay there are several more.

How many games, over how long a period, must one play in order to be considered active?

I quote the following from the Rating Regulations in the FIDE Handbook:

"7.23a A player is considered to commence inactivity if he plays no rated games in a one year period.

7.23b Inactive players are shown on the next two years of rating lists after starting being considered inactive. Their names are then flagged as inactive in the alphabetical section of the rating list and removed from the national federation’s lists which contain only the list of active players.

7.23c A player regains his activity if he plays at least one rated game in a period and he is then listed on the next list."

Hence it appears that the official answer to Jonathan's question is that you can remain active by playing one rated game every three years. I can't explain why in practice players seem to become inactive more quickly than that.

Presumably the distinction is whether you have been inactive in the past. If you haven't been considered inactive in the past two years then you become inactive after "not playing" for one year. The moment you play another game you then have a 2 year gap before the clock starts ticking again.
