Foreign events registered for ECF Grading

It's probably more theoretical than practical, but that's a rule which would enable any event anywhere in the world to freeload on the ECF grading scheme. All it has to do is to advertise that ENG players have to be ECF Gold members. It may even get a vote on the ECF Council.

Shouldn't the overseas Congress organisation also have to become a member of the ECF, or registered with an existing member? The point being that the ECF directors or voting membership can exclude spurious applications.
