Definitely not guaranteed to be so. They consist of two separate clocks so it's quite likely they won't be equally inaccurate. It's also possible one will be running fast and the other one slow. I assume the clocks were calibrated for big matches ? I remember Short V Kasparov used an analogue clock,, perhaps that was the last big event to use them before the change over.
