Presumably he would have to stand down as International Director if elected. Does this show a weakness in the three year system that an existing director not required to stand for re-election can challenge a fellow director without resigning first?

It's always been allowed for the FIDE Delegate to also be a Director. Malcolm himself is both International Director and FIDE Delegate, whilst in the 2000s, Gerry Walsh combined the role with that of President.
Nigel Short was perhaps the exception in not having any formal domestic ECF roles or responsibilities.

If a director chooses to seek election to another board post while holding another they should surely declare that they have vacated that position prior to nominations being opened; this allows the vacancy to be filled in the normal manner. A decision to seek an alternative position can hardly be an impulse one. Once this particular set of elections are complete then there are governance issues that must be addressed.
However I would prefer to see confirmation of any challenges before I comment on them.

If Malcolm became CEO, there would likely be even more people partly or wholly beholden to him. If the forum becomes the only avenue for critical comment, let it be so. If non-members of Council receive election addresses, they shouldn't feel obliged to maintain any degree of confidentiality.
