It's an interesting question (genuinely, I think, and on nore than one level) but isn't part of the answer that they are never truly replicating play at your level, because the balance of different types and seriousness of error isn't going to be the same? Just as a general note, asking people for evidence of their claims is perfectly acceptable in threads of this nature, and does not warrant the meta discussion that resulted here. If you really can't stand a poster's posting style, please consider using the foe list feature rather than insulting them in the thread.

I've had one game on Lichess where I got a rating refund for losing to a cheater. I thought at the time he was playing well, but had no other suspicions.

I'm sorry to hear that. I had assumed that, when someone says they are reporting a post, they are generally just making a point and are not actually going to do it. Subject to the discretion of the moderators, I'm not sure why we need protection from contact with views with which we may disagree. We're not Oxbridge students. My approach to a particularly odious post is to save it, so that if it disappears for some reason it will not be lost to posterity.
