We had been working towards giving Nick an "I told you so moment", but it is not to be. Several people have been giving up their time to fix the problem, but even so we cannot publish till early next week.
The issue has been outside our control and only emerged yesterday. We can only apologise for any frustration caused.

Leagues who define start of season grades as those in the last published list before 1st September will be in some difficulty. A clear steer from the ECF may enable them to stretch a point.
This doesn't bode well for when you will be producing grading lists six times as often.
In fairness, I can't recall having experienced this problem for twenty years or more. At one time it was not infrequent.

The situation is fluid. We are considering some half-way house which might meet your needs.
It has long been quite clear that monthly grading cannot be progressed with the current software (or the existing support for graders).

The ECF Board leapt in with great enthusiasm for the idea. From the perspective of most members, the single most important task which the ECF has to do each year is to publish the definitive start of season list in August. The prospect of this not happening did worry me.

Indeed, I too am thankful that the August 2019 grades came out today.
The January list has come out in February for the last two years, so it does seem that the new normal is for the list to be published about a month after the cutoff date. I remember in February 2018, the FIDE February list was published before the ECF January one. The FIDE September list was published today, the same as the ECF August list, too.
