No, the plan is tier 5.

From 00:01 on Boxing Day, Sussex, Oxfordshire, Suffolk, Norfolk and Cambridgeshire, those parts in Essex not already in tier four, Waverley in Surrey, and Hampshire - including Portsmouth and Southampton but with the exception of the New Forest - will be escalated to tier four.
Bristol, Gloucestershire, Somerset (including the North Somerset area), Swindon, the Isle of Wight, the New Forest and Northamptonshire, as well as Cheshire and Warrington, will be escalated to tier three.
Cornwall and Herefordshire will be escalated to tier two.
Any postings on here represent my personal views

Re: Second Junior OTB tournament in Oxfordshire
As per the government announcements Oxfordshire is moving into tier 4 from Boxing Day. In tier 4 'supervised activities provided for children' can only take place where necessary for parents to work.
This is not the case for a junior chess tournament and as such the tournament is cancelled/postponed until another window appears. As before, once such a window occurs it will be advertised on a notice of a few weeks.

Sorry to hear this news, Joseph. Although we are two and a half hours' drive away (Cambridgeshire), I had been thinking about bringing my 8 year son to play. He plays loads online but, as you say, OTB is something different and something which he is very much missing. Hopefully another time soon.

Re: Second Junior OTB tournament in Oxfordshire
Yes it's a shame - registrations were looking good with 16 signed up 3 weeks in advance, with a decent top end (6 graded over 120 in old money). I had even thought I had a chance of reaching my capacity of 30. But the best laid plans of mice and men go oft a-Hancock.
However, there will be another window, and by now I have a growing contact list of parents who are willing to be 'early adopters' of the return to OTB when it is allowed.
So when the clouds again look like clearing, I'll try again.

Joseph and Wadih - well done on your efforts!
Once I've had my vaccination (probably January) I will be ready to travel, if you need an arbiter...
