I had assumed the moderators had a clear policy towards consistently offensive posters but they seem to be turning a blind eye in one case.

Carl - I've emailed you privately. Just as I feel that [alleged] cheats shouldn't be named publicly unless there's concrete strong evidence, I don't think it's correct to identify publicly others whom one believes are abusing forums such as this - it's for the moderator[s] to decide whether any such belief is well-founded or not.
