The entry form doesn't say whether it will be FIDE rated, Welsh rated, ECF rated, all three, or just one or two of the three.
Use of the term "FIN" may be misleading as FIN usually means FIDE Identification number whilst the ECF would refer to a rating or grading code.

No sign of it being FIDE rated thoughEligibility for grade-restricted sections will be determined by the March 2025 highest FIDE/ECF/WCU grading.

The only mention of FIDE was the use of the term "FIN".
They use WCU and ECF ratings for eligibility without making a statement as to whether it will be rated in either or both systems. The context is that for some purposes, North Wales counts as being part of England by virtue of the Cheshire & North Wales chess association. Indeed the Rhyl club plays in the Chester and District League, so their players are in the ECF ratimg system. I noted that the 2023 Rhyl tournaments were ECF rated.

The 55th Rhyl Congress will be FIDE , WCU & ECF rated for all 3 sections.
