I think you might be getting mixed up with Ulf Andersson. I suspect this because it's a mistake I've made myself a few times and I'm not entirely sure why, except that both players have a reputation for drawing a large percentage of their games.

His highest rating was 2600 in July 1997, that was ranked 66 at the time; he dropped down after that
