If it were nine rounds, could it for Norms? There might be a problem that the British Championship is already claiming exemption from the need to play non-ENG players.

That is exactly the issue that would prevent the English from being a norm event, as it's only the final stage of the national individual that gets the exemption (and for ENG, it's the British that has that distinction, and only for ENG players as it's only players from the host federation that get the federation exemption).
