Re: 38th St.Albans Congress
62 as of now, but only 3 in the Open. In contrast the Central London Chess Congress over the same weekend has only 14 entrants so far, also with 3 in the Open. The Sligo Spring Tournament the weekend after has 62 entrants, but only 5 in the top section (Over 1800).St.Albans Congress already has 61 entrants.
What happens to tournament sections with very few entrants? Do the organisers merge them with the section below, or simply cancel them?

Re: 38th St.Albans Congress
I've seen three solutions: merging with another section is probably the most common, running the section as an all-play-all with the same players meeting more than once, and cancellation. Merging sections can be dangerous. Once done, it casts a shadow over future events by that organiser. Potential entrants for, say, an u1900 section may be put off by the fear they will find themselves playing in an Open.

Lowering the rating limit for the section below the Open is surely one obvious option.
