That seems fine doesn't it? He has and ECF 2343* rating in February 2022 which is a conversion from his ECF 219 grade in July 2020.
It's a 219 F though, based on just six games, four from Northumberland and two from the 4NCL. If Congress organisers ignored F grades and their rating equivalent for the purpose of setting pairing orders, I doubt there would be objections.
[
F-category ratings are ratings which don't qualify as A-E category and which, in 'normal' times, require 1+ results in the previous 12 months and 5+ results in the previous 36 months. In my view they're statistically meaningless and ought to be discounted.

If you ignore F or * grades, what alternative do you have to determine seeding or section?

You could use International Elo (FIDE ratinhgs) or National Elo (Scottish & Welsh for example).

I digressed a bit, but per example I have entrants with a * temp grade, no fide, no national grade. It's still my best guess, better than online ratings: someone who drew 3 games against 1900 might not be 1900, but is a reasonable approximation of his 1600-2200 strength. I wouldn't play him with 1400s.

The organiser can reserve the right to use "organiser's estimate" for those without a published OTB ECF rating where "published OTB ECF" doesn't include * or F ratings.

An updated entry list will soon be available via Steve Mann's website.

Regarding ratings:
-A player's January Original rating has been used to decide section eligibility
-A player's February Revised rating (at 1900, 18/2/22) has been used to decide tournament grading

Where a player does not have a current ECF rating the most appropriate alternative rating has been used
