Yes, it's annoying and non-standard. HTML5 has a placeholder attribute to set text for an input box which disappears when the user starts typing. Why not use that?
Just take out the value property it isn't needed and looks a little amateurish.

It is very old & ECF have been trying to do this on the cheap & not sure why not suggested in budgets reasonable plans on revenue expenditure & any capital development with its obsession on grading frequently.

It is most probably the one service the ECF provides which is most used, I think there would be great approval if they took a year out of international competition and put all the saved money into improving the database.

Not that it does not already have good information on it, or that those who have toiled to get it to where it is are unappreciated, but if they are being expected to do it all for free it seems as though the ECF money is being very unfairly allocated.

It isn't a one year thing though - to do it genuinely would require some sort of ongoing payments. The servers will break on a periodic basis, reasons to update the software will crop up etc.

The present system is awfully good for something essentially free!
