As expected. 2019 deserves to include Leonard William Barden more than anyone else. I wonder if anyone in the ECF would agree and act upon this ?

In recognition of his efforts, Barden was offered an OBE, but declined it.
That was in the Milner-Barry era. My understanding is that once you have declined an honour, you are never offered it again. Even if this were not so, I should still decline again now, so you should look elsewhere.
Why not campaign for Malcolm? He's done plenty and is a high profile individual.

..and becomes more valuable, surely, as it becomes rarer! As I recall it was always a difficult award to achieve, not significantly below IM. There was also, for a short while, a title of Candidate Master.

I think the Candidate Master title existed for as long as the British Master title did. As I indicated at the top of page 3, it just needs an individual to run with this - someone who knows a deserving person reasonably well - andwho can draw on the the knowledge of others to fill the gaps. Make a good enough case and the door opens.

Its a broken system though is it not. No reason why chess shouldn't get a cut of the mouldy cake but lets not measure chess by this metric. Instead lets just be appreciative of those who serve, and maybe pause before criticising them behind their backs including on social media that they never read and only hear about second hand. If you have an issue with something in 2019 please raise it with the organiser first - I suspect for many volunteers that would be better than any state recognition, and its something everybody could do.
