Question: does the issuing of an ICC arrest warrant for Vlad the Impaler make peace negotiations less likely?

I think it makes them look pretty pathetic and also a little late to get on the bandwagon of virtue signalling "oh,oh, we know you have an army and nuclear weapons but you WILL face our judgement... somehow"

You only ever get done for war crimes if you are on the losing side. This will presumably make him even more determined, if such a thing is possible, not to let that happen.
