Peeler is another term for a Bobby which drew me to the obvious answer. I judge the obscurity of 'mistaken Spanish Principal' (=Fischer) enough to render the clue invalid in most cryptic crosswords, including 'The Times'. Fair enough, but surely you need to include the "c" as well? Maybe "German angler"?
