So I looked at the final Open Olympiad placings against their expected
placing based on grades.

Of the 148 teams 5 were spot on finishing exactly where they were expected to.

I gave a variation of 10. If a team finished 10 places either side of their
expected place then they were on par.

86 finished within par. 62 did not.

The top three teams who exceeded their expectations were;

Zambia who finished 47th though ranked 141st (+74)
Pakistan who finished 62nd though ranked 123rd (+61)
Nigeria who finished 101st though ranked 139th (+38)

The bottom 3 teams who missed their par by the greatest number.

Mexico who finished 72nd though ranked 36th (-36)
Bosnia who finished 66th though ranked 32nd (-34)
Wales who finished 122nd though ranked 93rd (-29)

Other teams stats.

England (-12) , Ireland (-13) and Scotland (-20) all failed par.

This metric can be a little bit unfair, as the teams with unrated players had their averages calculated with these players rated at 1400. So teams like Zambia or Nigeria were seeded quite low, despite having a number of good (2100+ at least) FIDE unrated players on their teams.
