I note that GMs William Watson and Jonathan Mestel have propelled themselves up the ECF rating ladder.
Are they eligible for international selection?
I realise that it is their FIDE rating that influences selection more than their ECF rating.

They are eligible but whilst they are inactive internationally and below 2500 they are behind a lot of other players.
