Absolutely. If you think an unwritten law should be enforced, make it a written law. Failing that, the unwritten law has no validity.
It may, for example, be an unwritten law that drivers can do 80 mph on the motorway. However, if you get a speeding ticket through the post you don't really have a leg to stand on.
