Maybe he's decided that Dvorkovich is "an agent of the Russian government" again, which he presumably ceased to be during the several years after that statement when Short was happy to be one of his Vice-Presidents.

Perhaps it's in protest against FIDE's lack of action against USA, Turkey and Israel, all of whom have invaded and occupied the territory of Syria.

Early to say what price will be paid. The last time Nigel jumped ship in a Presidential campaign it turned out rather well.

"FIDE gave a grant for a 12 player open tournament in St Croix, USVI, in April. 1) After a Fair Play Commission investigation, the tournament was deemed "dishonest" and derated. 2) No receipts have been provided, as yet, for thousands of $ alleged to have been spent on hotels."

#1 is an ongoing and brutal politically motivated farce which is making FIDE look very, very bad. It could cost the President a lot of votes from developing federations.

#2 is just a malicious fabrication. I do not know who set it running.

He doesn't seem to explain anywhere why he proceeded the way he did, i.e. not telling anybody he was going, not following proper procedures and not providing a proper report

Bizarrely, if Nigel Short was being consistent in his views (yes, I know) then he wouldn't support USVI having one federation, let alone two.

But honestly you are starting to sound like Stewart Reuben who once took me to task for incorrectly describing Jersey and Guernsey as being part of the UK. He has been crowing about winning that schoolboy debating point ever since, but still cannot explain why British Crown Possessions should have their own federations – which of course would open the floodgates if the same principles were applied elsewhere.
If anything Jersey and Guernsey are more independent of the UK than the USVI are of the USA.
