The FIDE Qualification Commission are inviting Member Federations to a Zoom meeting to discuss the proposals. Does anyone know what these proposals are?

There are two Zoom meetings not one, as your full post makes clear.

I have been assured that the proposals for discussion will be published a week or so before the meetings.

I imagine the proposals will be based on those discussed at the QC Meeting held on 1st December 2020, during the FIDE Online Congress. Anyone with four hours to spare can view a recording at www.youtube.com/watch?v=zCUhlGkaFOI.
