Just announced on Chess.com that the Candidates tournament will be in Madrid, June 2022 sponsored by the Scheinburg family.

It's not so long since Agon (with the then tacit agreement of FIDE ?) were in legal battles with major chess sites.

Karjakin could be out of the Candidates: the FIDE Ethics Commission might sanction him or, more likely, Spain might refuse him a visa.

Meanwhile, as has been written elsewhere in this Forum, it will be interesting to see which, if any, of the Russians actually turn up to play in the Belgrade GP due to start tomorrow. We should know within 24 hours.
Vitiugov has, I read somewhere, spoken out against the invasion, so perhaps he will go to Belgrade and not return to Russia afterwards,

But then they would surely have to refuse visas to all Russian players. He can hardly be targeted as an oligarch.

At present, Aeroflot is not allowed to travel to or over EU, for example, and nobody else is allowed to fly over Russia, so that already exists, surely? I don't know how land transport is affected though.

Chess24 says Karjakin is currently in Dubai. At present the only other Russian qualifier for the Candidates is Nepomniachtchi and it is quite likely that no third Russian will qualify from the GP. I think FIDE and Spain could find a way to facilitate Nepo' (who has made anti-war noises) and bar Karjakin if they really wanted to but I am not sure about the rules to decide the reserve player if somebody drops out.
