It would seem to be a compromise which is ideal in Europe, while not too late in Asia and not too early in America. You find the same, by default, in forex markets. I doubt that it matters much.

TWIC Report semi-finals day 3
Nakamura thought Carlsen was a bit off today just a bit slow on the clock and missing a few key points and it's hard to argue with that

Central Europrean Summer Time is British Summer Time plus 1 hour. (Chess24 usually has a countdown digital clock to start of next round.)
