What is the logic behind hosting an event like this on a platform with a live rating system? Are there any regulations which insist that entrants have to have played X number of games before allowing them to enter a rating limited section? That their rating should never have exceeded X?

Not clear what else could have been done - the grades we have are FIDE grades. Last time I looked, I think >800 in my section (<2000) so I guess ~4000 players in total. The IM mentioned has just joined with a freakishly low rapid grade

Eligibility to play is determined by FIDE rapidplay rating so chess.com ratings are irrelevant. If an IM, a GM or someone FIDE rated over 2300 were to win one of the rating limited sections they wouldn't be eligible to take up the first prize. I don't think the rules cover that possibility. Is the prize given to the winner regardless of rating, to the highest placed currently eligible player, or what?
