Hello. How can it be decided if we are ready for a tournament?

Who are "we"? Players or organisers?

This is a decision only you can make for yourself. Nobody on here can answer that for you.

My advice is to ensure you get rest from work. No preparation other than to get to venue early & take a walk to get circulation going.
At the board slow down & think problems through. I won my first tournament in 13 years a few months ago & then close to a prize at London Classic.
That is 8/9 until 8/10 (my first loss in 10 games).

Then again I average 1 tournament a year over 20 years.

It is what you can do analysing your games between tournaments.
Some of the old books for professionals were playing about fifty games a year & analyzing the rest of the time.
