Ken was awarded the OBE in 1991.

The British Library Catalogue lists a few other of Messere's publications:

Recent and prospective trends in tax levels and tax structures (Institute for Fiscal Studies, 1975).
Tax policy : theory and practice in OECD countries (OUP 2003, with de Kam and Heady)
Changes in revenue structures : 42nd Congress : Papers (Wayne State University Press, edited, with Chiancone, 1989).

Oddly though the British Library does not appear to have his book with Berliner.

You are right. I checked some other titles from the BCM Quarterly series, e.g., Keene's "Flank Openings" and my "Counter Gambits", which also seem to be missing.

I get the impression that BCM in the Reilly time was failing in its legal deposit obligations and nobody chased them in those days when the library was located in the British Museum.

When I first started with BCM in 2010 I was keen to overhaul their lacklustre entry on Wikipedia.

Despite zero help and interest (as usual) from the business owners I was able to determine the details of most of BCMs publications which are listed here:
