Game Fee Collection

Post by Adam Raoof » Mon Aug 24, 2009 2:31 pm

Dear All

Can someone tell me precisely how much game fee is owed every year, and what percentage of that is actually collected by the ECF? Are there persistent non-payers?

Good question. I’ve wondered about this since Martin Regan said it was an issue. Is it still an issue? Presumably it’s easy to identify the non-payers. What happens to them? Are they chased hard? Are their events not graded?

I know of a tournament in the past whose organisers, I am confident, did not pay the Game Fee. The games were not graded. I asked the chief promoter, he asserted that the Game Fee demand was paid, which was at variance with what the then ECF Finance Director told me when I brought it up. This tournament no longer exists.

I only have the 2007 and 2008 yearbooks (The 2009 should be out there). Regrettably, all I can see are bald figures for "Members Subscriptions, Game Fees and Grading" and "Game Fee", respectively. Explanations are in the form of "Note 2", which was not published. The different names suggest that the items are not directly comparable, although the later yearbook also gives figures for the previous year. Both yearbooks give balance sheets, there was a huge drop in debtors between the two years. From memory there was a noticeable improvement in Game Fee collection, which is supported by the figures given below. The debtors entry is discussed under "note 4", which, again, I can't find in the yearbooks.

I have no idea what the current situation is.

FWIW the 06/07 figure was 52,120, an improvement upon 41,567. This is using the 08 yearbook. The 07 yearbook has 62,548, which suggests roughly twenty thousands in non-Game Fee income (recall that 07 is for "Members Subscriptions, Game Fees and Grading") in 05/06. Someone ought to have more up to date figures.

In the corrected version of the 2008 accounts that was tabled on the day of the 2008 AGM the Game Fee figure shown (after adjustment for the Game Fee debtor that had been inadvertently omitted from the original version of the accounts circulated with the meeting papers) was £55,306. This was built up as follows, with comparative figures for 2007 in brackets.

Leagues 35,362 (32,578)
Congresses 9,568 (9,384)
Rapdiplay 3,744 (2,999)
Clubs 683 (302)
Prior Year 2,656 (3.099)
Junior 2,838 (3,280)
NTAs/Misc 255 (478)
Total 55,306 (52,120)

There was an objective in the 2008/9 ECF Business Plan for the accounts to be published on the website. I am not clear why this has not yet been achieved, but hopefully it will be in 2009/10.
