I have been made aware of the recent existence of an ECF Committee known as the ECF Tender Committee.

Can we informed as to when this committee was created, who is its chairman and who appointed its members?

Thanks! :D

This a general committee or related to more IT/web type matters?

A Google search comes up with
http://www.englishchess.org.uk/?page_id=23396
in which
A sub-committee will consider each bid and will advise all parties in writing with letters or emails posted no later than Friday 1st February 2013 whether their bid has been successful. The bidding procedure is confidential, the Federation may accept/reject any bid without assigning a reason and will not enter into any correspondence relating to the bidding procedure.
That is in the context of the normal process of bids for aspects of the 2013 Torquay British:-
• Website / Webmaster
• Daily bulletin .pgn files/games inputting
• Commentary on the live games
• Bookstall
• Junior coaching

This area is covered by the Bids Regulations which can be found at http://www.englishchess.org.uk/wp-conte ... ations.pdf There is not a standing committee to deal with tenders: rather, if a bid is invited on a particular subject, a panel is organised to deal with that bid, comprising the responsible Director, a member of the Finance Committee and another Director.
