Correctly in my opinion, fillers do not have to become members of the ECF but this decision seems to have been taken unilaterally by one Director (the same one who put the motion to prevent such changes).
From the context, I suppose this refers to fillers in FIDE rated tournaments. But what of fillers in domestic tournaments. If not Silver members, is the fee £ nil or £ 6 and how would an automatic billing process tell the difference between a filler and a non-member withdrawing after one round of play?

I raised the point about fillers with regard to Hastings which is FIDE rated. I then queried if it would apply to any congress and was told it would. I believe that it would be £2 for the filler to play.

I have no idea how the ECF will handle the billing.
