Foreign events registered for ECF Grading

It's probably more theoretical than practical, but that's a rule which would enable any event anywhere in the world to freeload on the ECF grading scheme. All it has to do is to advertise that ENG players have to be ECF Gold members. It may even get a vote on the ECF Council.Sean Hewitt (announcing the Dublin Easter event) wrote: ECF requirements for FIDE rating are relevant because an overseas event can be ECF graded rated if it applies the same ECF membership requirements as an event held in England would have to do.
Shouldn't the overseas Congress organisation also have to become a member of the ECF, or registered with an existing member? The point being that the ECF directors or voting membership can exclude spurious applications.
