A procedural motion is intended to regulate the procedure and conduct of a meeting. The equivalent to a quick play finish in Council terms is the 3 minute timer, which was applied at the 2002 BCF AGM, to restrict the length of time for which an individual was allowed to speak on a given item of business.The unresolved issue - obvious really - introduction of a quick play finish option.
