The Procedural Bye Laws themselves envisage that a procedural motion may be put to suspend the Procedural Bye Laws (see 8.10.16). A procedural motion is intended to regulate the procedure and conduct of a meeting. It is not concerned with the content of the business being discussed and may be proposed without notice (see 8.7).

No, that's not a quickplay finish, that's a Bronstein time control. :lol:
