I haven't read the whole article, but he's not saying you should actually cheat. He says that to get better at something you should imagine you're someone who is very good at the activity, e.g. if you want to weight lift more than you than you think you can then imagine you're a weightlifter who could do it easily.

I'm not going near something where the marketing deparment thinks this approach is OK.
I'm really glad I did not pass the offer on to others. Clearly, endorsing those who endorse cheating at chess is acceptable to the ECF.
