I thought the logic behind the decision was to avoid embarrassment to those not elected by revealing how badly they had scored. The people with low grades deserve rather more respect than that I think. There are more ways to measure the contribution of people to the chess community than chess grade.
In any case I'm not sure the logic has been fully explained - although it was pointed out that other organisations take a similar approach, so it isn't simply a whim of those responsible in the ECF.

The ECF already does that sort of thing - anyone with a grade that is calculated to be negative gets a grade of 0. There are currently 66 players with a published grade of 0.
