Pay to play fee
If a non ECF member plays in a congress and then subsequently joins the ECF within the membership year, would the congress organisers still need to pay the £6 'pay to play' fee?

As Justin says, definitive answer from the other place, assuming that you can get an answer there.
I'm all but certain that the answer is yes, the congress organiser still has to play the pay to play fee. Indeed they may already have paid it as they pay shortly after submission of the grading file and before it is added to the grading database.
On a similar theme, if a bronze member plays congress, paying pay to play fee, then their membership is automatically upgraded to silver after a short period. However if they play a second congress before the upgrade is made the second congress will also be liable for pay to play. Moral, do the upgrade yourself before the first congress.
On the other hand if a non-member plays a congress, so that a pay to play fee is paid, and then joins ECF as a bronze member, the two do NOT combine to give the player silver status. So a further congress entry would give rise to a further pay to play fee.
