In the small print of the ECF's implementation of Elo's methods which is otherwise similar to FIDE's, they have intruduced a tweak to the k=40 rule for juniors. It only applies if the performance over a month is positive. If they lose points over a month, k=20 is applied.
This asymmetry, which is intended to reward juniors who play a lot of games, does work but adds a large random element which I find annoying. As stated previously, I would have preferred simply to give them a bonus based on the number of games played.

Why does the number of games matter? It just reduces the penalty for those who have a bad month. It could be their only activity in the year.
