"I meant to ask if the organisers deliberately chose a 4NCL weekend for their event?"

No, they chose their normal weekend.

Years ago (a 2017 blog) I submitted a mandatory playing jacket to FIDE but received not reply.
This is the right handed version, left handed players (Hans Niemann etc) have the left sleeve removed.

I love it!
Was it in response to the incident in that same year where Anton Kovalyov was approached by an arbiter at a tournament and asked to change because he was wearing shorts? The player replied that he hadn't packed any long trousers and angrily left the tournament. As I remember it, that arbiter was himself a bit shabbily dressed in photographs of the incident, but his jeans did at least come down to his ankles.

My father's golf club would have approved of this as a code for dress in the clubhouse except that making the tie optional is a bit of let down. (And no women allowed to play or be in the clubhouse bar on Sunday morning.)

No. It was this picture of our great and good at the 2017 Grand Chess Tour in Paris all wearing the same jacket that sparked the idea. (Note those wearing jeans, Grischuk and Topalov, have been shunted to the back.)

No rule I see about not wearing a brightly coloured snazzy tie. You could wear one those huge kipper ties from the 70's and dazzle your opponent.

The greatly missed Tim Crouch may have started all this
He always wore a suit and a tie

Also, the elite events may have media coverage, so anyone wearing an unofficial logo or stripy shirt could upset the broadcasters.
