Touch Move Clarification.

What's the ruling regarding you are about to promote and grab a queen from the side of the board? Are you then committed to promoting or does touch move not apply here?

Touch move applies to pieces on the board, not off it. You can even stop the clock, request the arbiter bring you a queen, pick it up and then decide to have a knight instead.

ok thanks, that's what I thought. So as long as the pawn hasn't been touched, then touch/move doesn't apply?

If you have touched the pawn, then you must move it if possible, including to a promotion square if it is one rank away.

If you touch the promotion square with a Q, R, B or N, then you are committed to promoting to that piece. The two parts of a promotion move may be carried out in either order.
