I find the documentation online a bit confusing: I understand that if someone is not gold member (or above), there is a fee to be paid to the ECF in order to FIDE rate them (£9 for an adult, £2.50 for a junior).
But is there a charge if all players in a tournament are Gold or above?

There are two levels of charge. FIDE, unless they've abolished it, make a charge to the ECF per head per tournament. It is or was modest for a Swiss, one Euro per player I believe. The ECF recoups this in two ways. For members, it's a reason why it charges more for Gold members than Silver. It could, but doesn't, make a charge to the Swiss or League event organiser equal to and opposite from its own charge by FIDE. It may do this for all play alls where FIDE's charge is, or was, very much higher than for a Swiss.
