Is Hikaru Nakamura the Scapegoat for Agon's Failure to Enforce its own Rules on its Broadcasts?

Hikaru Nakamura didn't show for his press conference after his defeat at the hands of Levon Aronian after that incident with the black king.

Within hours of that happening World Chess posted on their Facebook page:

Nice. Lets laugh at Hikaru's comedy caricature white board profile, yes lets. It got worse...

So Agon following the rule book applied a penalty of 10% of his Candidate tournament earnings. They didn't stop there. Issuing a statement where not one but two officials explained how disappointed all this made them feel and Nakamura had basically stuffed up a great event.
Zurab Azmaiparashvili, FIDE Supervisor for the Candidates Tournament, said: “Rules are rules. They are clearly communicated to the players and their teams prior to the start of each tournament. Players are not at liberty to pick and choose which rules they want to follow."

Ilya Merenzon, Chief Executive of Agon, the organiser of the Candidates Tournament, said: “I realize that Mr Nakamura was upset by what had happened in his game. Yet it is following these moments of high drama and controversy that chess fans particularly want to hear from the players involved. We had a very large global audience on worldchess.com that was left disappointed by Mr Nakamura’s failure to abide by the Tournament rules.”
Ok so Nakamura can't choose which rules he wants to break but all of the viewing public clearly can when the rules are nonsensical I suppose.
