After six rounds Tarun Kanyamarala needs 2/3 for an IM norm and Jonah, Thomas, Trisha & Yichen all need 3/3. Trisha also needs 2.5 for a WGM norm.

I agree - surely you get one to pick the random envelope (or whatever) and then the other one automatically gets the number which means they play in round 1.

I don't think it is actually banned but the FIDE Handbook recommends the use of Varma tables to avoid the situation. The Qualifications Commission may have a few questions to ask if a norm application is submitted.
It would certainly have been wise to have avoided this situation.

I agree that the last round pairing of siblings could and should have been avoided.
However since Tarun exceeded the IM norm by half a point and won the tournament, I don't think there can be any dispute about his norm.
Also if you look at the game, a draw seemed likely until Trisha blundered on move 42.
Tarun has been pushing the IM level for a long time now, for example he beat a GM in the European Championship and might have beaten a couple more had he not got too short of time.
He only reached his 17th birthday 13 days ago.
