Not strictly a congress, but nevertheless...
At the recent WECU Jamboree, held at the Tacchi- Morris Art's Centre, in Taunton we had 8 teams, with 12 players in each team. In the open it was Devon, against Wiltshire, against Gloucestershire, with Wiltshire scoring 7/12 to win it, just ahead of Devon with 6, and Gloucs with 5. In the grading- limited section (and this is why I'm mentioning the Jamboree) Somerset won!!! Somerset 'A' got 7.5/12 to finish first, ahead of Torbay League and Exeter and District League who both scored 6.5, Somerset 'B' 5.5, and Dorset 4.
