There are technical problems posed for the chairman with observers but they are not great if the number is small (which was the case) and we have the technology to solve them completely. There were two card votes and results of these were announced at the meeting but with the proviso that they were preliminary, and they still are. This is for the same reason as already described. Word of caution: That is a provisional figure. The tellers were working in great difficulty and made it clear there may have been some double counting and 380 does seem a very high vote, there being 394 votes in total for casting. We are waiting on the election results by email given the hybrid counting model turned out to be quite complex. So I'll comment in more detail later. There was a card vote on whether to accept the NED report, which Chris Fegan opposed at length. It was passed 260-120, which I think is a useful base...

My point was more that the Articles don't prohibit and that Council chose to leave it that way. I do remember Malcolm's comment but my memory of it was that it was along the lines of "I shall be happy to go" rather than "I would feel it wrong to stay".
