Do we know who is responsible for paying the transfer fee?

The player, the NGB or some combination of the two.

I suspect that the ECF would pay for myself to transfer to any other NGB.

One way to raise ones opponents blood pressure is to enter the name of the opening incorrectly on a score sheet that has a field for it. My cynical assumption, if an opponent asks me to spell/write my name, is that he has prepared against me very carefully ... but is trying to conceal this fact. A friend of mine (yes there are some) revealed that his opponent was perturbed to discover that he had in fact prepared for Ben Purton rath...

Agreed but I felt that Something Sharks to Something Else Sharks to Another Sharks provides a greater degree of continuity.
