I think if anyone was that mad they were willing to put years of effort into achieving a title and then not claim it the chances are they wouldn't be good enough to accomplish the task in the first place.

Actually, on the same subject, say an FM going for his IM title had three really good tournaments and got three GM norms instead - could he cash them in for the international title or does he now have to go though the huge slog of gaining a 2500 rating to get a title?

On the plus side it's highly unlikely anyone would ever go that progression route anymore with ratings so broken you are either IM/GM standard and blow through all the competition straight up to the big titles or you are stuck in the quagmire of underrated tournament players for evermore without eve...

It seems somewhat counterproductive to me to not get the other titles along the way, even if you are confident you'll make it to GM you are still going to have to play a lot of tournaments to get there so why not save yourself a bit of money by using the discount that those lower ranked titles bring...
