It is simple. You should never ask for a takeback, as a refusal often offends. If an opponent calls the arbiter on Tornelo and asks them to permit his opponent to take back his move, I have generally agreed in unrated events. In a rated event I would have to say no.

Exactly. This is why you need a rule which is easy to apply but leaves room for arbiters to use common sense. So if I play Bc1 to f4, then to g5 and then press the clock, this is acceptable if the arbiter agrees with my explanation that I accidentally let go of the piece on f4, rather than intentionally playing Bf4?

I am doing four rapidplay events in July and August, but I would like to have 10 all play sections of 6. However FIDE would charge £70 per section to rate them! So I think I will just stick to ECF rating these... We are happy to confirm that the FIDE Council has indeed decided "to waive rating fees...
