It is simple. You should never ask for a takeback, as a refusal often offends. If an opponent calls the arbiter on Tornelo and asks them to permit his opponent to take back his move, I have generally agreed in unrated events. In a rated event I would have to say no.

Exactly. This is why you need a rule which is easy to apply but leaves room for arbiters to use common sense. So if I play Bc1 to f4, then to g5 and then press the clock, this is acceptable if the arbiter agrees with my explanation that I accidentally let go of the piece on f4, rather than intentionally playing Bf4?

I am doing four rapidplay events in July and August, but I would like to have 10 all play sections of 6. However FIDE would charge £70 per section to rate them! So I think I will just stick to ECF rating these... We are happy to confirm that the FIDE Council has indeed decided "to waive rating fees...

FIDE would charge £70 per section to rate them! What date is it today? If he's resolved his differences with the local Malta federation, perhaps the Sniper will pop up with something. We've not heard from the Sniper since the end of January.
