Re: Arbiter question
Article 5.2.3 states that agreement of a draw immediately ends the game. So I believe this means it should be irrelevant whether a flag has fallen if neither player has made a claim to that effect. But 6.8 states A flag is considered to have fallen when the arbiter observes the fact or when either ...

Re: Draw Claims - Is This Arbiter's Explanation Correct?
The arbiter was correct to reject the draw claim because the move hadn't been written down, but that does seem pretty clear confirmation that the player did not touch a piece "with the intention of moving or capturing" it, as required by Article 4.3. I wonder what he would have done if the move had...

Re: Ealing FIDE Congresses
Has this event been rated by the ECF or FIDE?
The only problem with a generous increment is that sometimes, but not often, there is a delay to the start of the next round.

Re: Event Cancellation
Looks like the British Rapidplay is cancelled for another year. I just fell off my chair from the shock. I nearly fell off my chair in anger when I read the announcement. I know little of the contractual arrangements relating to the event - Neil Graham may know more - but they allegedly give the or...

I am happy to say that I will be the arbiter at this event and I hope a lot of my regulars will be in attendance!

they have no internet... but they could use a phone as a hotspot? It's better than crowding round a piece of paper (especially as I can never get my printer to work)

Re: The Reform of ECF Council
You do the same as the local council, you just put a maximum number on non voting attendees. It's not like members are beating the door down to attend meetings, their elected reps are there for that purpose.

Re: The Reform of ECF Council
This is all very complicated, perhaps unnecessarily. All members should have one vote. Votes should be for positions, not referendums on topics. Membership should be simpler and needs reform. Voting should be online, and confidential. All members should be entitled to attend the AGM, as you would be...

Re: Arbitration question
With a DGT 3000 I dont think it is correct to declare a loss at 00.00.00 unless there is a blinking flag, which indicates a loss on time in the final period of the game.
