I really don't agree that in the Advance system 1. e4 c6 2. d4 d5 3. e5 Bf5 that Nigel Short's 4. Nf3 is only the tenth most important move. It's actually the most popular.

It might be better if there was a delay rather than an increment. Either the clock doesn't start for the first 30 seconds of each move, or 30 seconds is added but the clock reverts to what you had if you move in under 30 seconds. It would be difficult I imagine for FIDE to craft a Law specifically forbidding such conduct, but I wouldn't be unhappy to see them try. That's where you need to lobby for a change in attitude. It doesn't have to be any bigger a change than selecting on the higher of standard and rapidplay rating.

I've won two games against this in a very cheap manner.
You continue 4. Nf3 Bg4 5. dxc5 e6 6. c3 and now 6. .. Bxc5 is a serious mistake because of 7. Qa4 check. Other move orders are possible.
