There are 1,119 IDs of the form 9xxxxx in the 1994 grading list downloaded from the ECF website. Of these, 5 are in categories A-C with the remaining 1,114 in categories D & E. The only way I found of restoring the Full Analysis Engine and Notation windows from within the Houdini 3 GUI was to use Factory Settings from within the View menu. Looks like a browser cache issue. I was seeing V1-2 of the tournament regulations, but pressing Ctrl+F5 (to refresh the cache in Firefox) brought up the newer V1-3.
