FIDE do seem willing to reset a rapid rating in some circumstances. In particular, take a look at Praggnanandhaa's rapid rating . There are 1,119 IDs of the form 9xxxxx in the 1994 grading list downloaded from the ECF website. Of these, 5 are in categories A-C with the remaining 1,114 in categories D & E. Looks like a browser cache issue. I was seeing V1-2 of the tournament regulations, but pressing Ctrl+F5 (to refresh the cache in Firefox) brought up the newer V1-3.

There is WFM Viktoria ZAJTZEVA scoring 276 if both Zs are scored.

Among untitled FIDE rated players, there is the almost palindromic Vladimir VOZHZHOV scoring 288.
